Prospects and challenges of the post-nuclear security summit phase

Tamai, Hiroshi

Hiroshima Repoto 2017-Nen Ban; Kakugunshuku, Kakufukakusan, Kakusekyuritei O Meguru 2016-Nen No Doko, p.163 - 165, 2017/03

The series of Nuclear Security Summit, initiated by President Barack Obama, was held biennially, four times since 2010, and played an important role in promoting international efforts to enhance nuclear security. Despite Russia's refusal to participate in the fourth meeting, these summit-level meetings have gained both international and domestic attention, which have led to remarkable improvements in the field of nuclear security of each participating country. Therefore, there is an urgent need to take continuous measures to keep this momentum alive even after the final Nuclear Security Summit concluded in 2016. The challenges in strengthening nuclear security, prospects in the post-Nuclear Security Summit phase, as well as efforts and measures that Japan should pursue are investigated.

According to the Long-term Program for Partitioning and Transmutation which was published by the Atomic Energy Commission in 1988, study on the transmutation using an electron accelerator, which was a part of the program, has been carried out in the O-arai Engineering Center. It is the study on converting radioactive fission products for example Strontium and Cesium to stable nuclides by photonuclear reaction caused by high energy gamma-ray made by an electron accelerator. It was thought that a 100mA-100Mev (10MW output power) accelerator would be needed in order to carry out the transmutation study in engineering phase. Therefore, development of the High-Current Electron Accelerator whose target had been 20mA-10Mev (200kW output power) accelerator was carried out as development of elemental technologies on beam stabilization. Construction of the accelerator was completed in March, 1997, afler development of the elemental devices. After the facility assessment, the full-scale experiment of the accelerator was started in January, 1999. However, the reform of the Power Reactor and Nuclear Fuel Development Corporation caused by the fire and explosion accident in the Asphalt Bitumenizing Facility was hardly discussed between the completion and the starting the experiment. It was decided that development of the accelerator would be terminated until the fiscal year 1999, results of the development would be summarized, and the developed accelerator would be planed to utilize as a beam utilization facility, in the Medium-Long-term Project Program of the Japan Nuclear Fuel Cycle Development Institute which was in March, 1999. It showed the direction that research and development for transmutation would be terminated. According to the Medium-Long-Term Project Program, the utilization of the accelerator was discussed, and research themes of the utilization of the accelerator in the various fields as well as nuclear field were investigated.

Measurement of neutron capture cross sections of Tc-99

*

JNC TJ9400 99-001, 78 Pages, 1999/03

JNC-TJ9400-99-001.pdf:2.07MB

For studies on incineration of long-lived fission products (LLFPs) in a fast reactor, detailed characteristics of reactor core such as incineration performance have to be investigated. Therefore, accurate neutron cross section data of LLFPs become necessary. In the present study, in order to perform the precise measurements of keV-neutron capture cross sections of Tc-99, which is one of most important LLFPs, the details of the Tc-99 sample and the measurements with our experimental facilities were investigated.

The 3rd international forum on nuclear non-proliferation was held on 23-25 February 1998 at the Nadao hall of the Shin-kasumigaseki building, in Tokyo, Japan. The forum was organized by the nuclear non-proliferation study group. It was the goal of the nuclear non-proliferation study group to create a forum program that would be both interesting and informative. After some examination, the study group felt that the topics of most interest were the pursuit of the compatibility of the peaceful use of nucleare nergy and the maintenance of the non-proliferation regime. Another area receiving much attention as of late is the disposition of excess weapons plutonium. To address these areas, the forum was divided into three sessions and a special full day session which was devoted completely to the plutonium disposition issue. The first session tackled the peaceful use of plutonium. The second session discussed the issues and the recent situation of the non-proliferation regime. The third ...

Prospects for FBR commercial plants

PNC TN1100 93-008, 26 Pages, 1992/12

PNC-TN1100-93-008.pdf:0.81MB

FBR development activities in Japan have been performed by the government in cooperion with private enterprises. The prototype reactor "MONJU" is now undergoing functnal testing, and the first demonstration plant is in the conceptual design stage. R for commercial plants has been conducted for several years. Commercial plants are quired to be superior to LWRs with regard to economy, safety, and reliability. Accoingly, the Power Reactor & Nuclear Fuel Development Corporation and the Japan Atomicower Company set up specific R&D goals for commercialization, identified plant conces, and planned the necessary R&D activities. In order to make the concepts a realit both government and private enterprises must play a roll in developing and demonstring FBR technologies through construction and operation of prototype and demonstrati plants. In addition, they must perform FBR optimization activities, such as an enhced safety core and a passive decay heat removal system etc., according to lo
